There is a clear need for many systems to offer personalization in order create a more efficient, focused and relevant experience and in some cases the user is required to input large amounts of data and registration helps avoids the returning user to have to do this again and again. A Wizard contains a form in which the user inputs usually personal data in one or many steps, the user is more inclined to want to do this prior to an important task such a purchasing a product.  Users and the system often have to  confirm their credentials, for example via email confirmation or a privacy policy statement respectively.
